Yesterday, I described the herd-like
actions of not-so-bright human beings. When I read about
this "poverty reduction" scheme, it brought to mind another beast reference, this time in the form of an old quote:
"Throw some food into an alley with ten starving cats; come back to that same alley some months later, and you'll find one hundred starving cats."
